Jonathan Joseph (Sheffield) discusses the rise of the concept of resilience in international interventionism and links it to neoliberal forms of governance-at-a-distance. His talk focuses on the case study of UK and the EU's ECHO. Kristian Krieger (Louvain) wonders whether the rise of resilience is connected to mass democratization and increased scrutiny of the state.
